Graphic Designer Websites

If graphic designers are expected to create their own web sites?

I would create my online portfolio, and I have a vision, but I do not fully how to do it and publish it online (do not know how to use Flash, but I know the basics of Dreamweaver). I have seen that if someone more, or use some software to create, be my website for me? I would create my site using Flash.

Are seen only while for a job as a web designer or developer applications. Design still, if you have to run another person so there is no reason why someone should not who knows Flash Site.
