How can the government create incentives for large companies not to outsource jobs entry level?

Outsourcing centers calls, technical work and other jobs has resulted in evacuation of large entry-level jobs in the United States, a major problems with young people find jobs is that jobs are sent to places like India. Is it something that government can create incentives for large companies to not to send American jobs overseas? Remember that the company must remain profitable to stay in business and to grow.
