¿I can design a website using Joomla, with little experience in web design / development?

I'm so confused this. I visited the site and read what Joomla "A great advantage of using a CMS is that it takes almost no skill or technical knowledge to manage. "What does this mean? if I am a web developer designer / course I have a responsibility technique. What is really for joomla? plzzzz help.
