How can I check the quality of architecture and coding of a web project?

I'm not a programmer and I want to outsource the creation a website. How can I verify that the source is in compliance with industry standards and best coding practices. Basically, How can I prove or validate that the work is of high quality (ie, scalability, SEO, integrity independent CDN database architectural, etc.)? Is there any software available for download or I have to hire someone to review the code? I heard about a program called "style police" for C # development. Is there a php? It would be a sufficient tool for my needs? Thanks
