Why I can not change my backgound panel desktop image on my Windows control?

I can in the panel, but when the screen stting I can not change my "desktop image" background, I have only one color, instead of an image adjustment

If you jump in Click Desktop, and choose Properties, then you will get all kinds of labels …. go to the desktop … and change the settings
