Graphic Design Website

I am looking for a free site where I can download a graphics program?

I want to be able to take pictures off of a website design or even myself, but I'm not sure what I should do this program. I want to be able to make sparkling border around these photos and can combine an image to another to form one. Something like what you do on myspace and paste it into your profile. Is there a program that allows me to do that?
