How do color in the drawing in Photoshop?

I have 9 elements and I can not understand how to use layers to do when the color turns black lines of my drawing, but full of color I need. I am obliged to do only art online on paper and then scan the items have the Pen tool. I tried all sorts of tutorials, but none of them work, Color continues to go on the lines. Therefore, it is impossible to color hand-drawn art by this version of Photoshop, and if so, which version is best for me and how much?
