Website Design Price

Is this a good price for a hybrid Flash site?

I'm currently in the market, a custom flash web site hybrids, along with its design to create. A friend offered to help and will be charged U.S. $ 1500 for 5 pages. My company has already made some of its design (retail, logo, menu, etc.). I want to implement the site design, so basically it is half past custom, but not entirely, because some of the essence of design is now available. Fair price, poor price, perfect price?
