Logo Sample

I need to improve our company logo. We have the basic logo, but it needs to be improved. Pretty easy job for the right designer. We are willing to pay a good amount, but we want the right design. I visited more than 10 logo design websites, but they all require upfront payment. Not an option.

Are their any companies that will design a logo without an upfront fee? Of course we dont expect them to send us all the artwork, they can send a low-res sample with watermark.
