which is the best cad software for design?

There are many mechanical engineering CAD software available, each has it’s own advantages and limitations, but all have basic functions, so it depends on your purpose and scope of use.

If you are a beginner, you can use Solid works or Autodesk Inventor, they’re both so easy and simple to learn and use. They have simple graphical user interface, so you will get to learn them fast and enjoy using them. I think both are equally efficient and good as a start. Both can do all basic functions: drawing, layout, analysis, machine design, dynamic simulation, stress analysis etc.

If you want more intensive and powerful ME CAD software, so go for CATIA or ProEngineer. These software are used in heavy industry and complex designs and engineering analysis.

I learned Autodesk inventor and then proceeded to proengineer and other cam programs. So I would suggest that for you too.
