I like the idea of starting local. Just find some local businesses and talk to their managers/owners and see if any are in need of a website. Try to have some samples of your work. After you’ve done a few, you’ll have a bigger portfolio that you can then us to hit other companies.
I’d also check out some freelance sites. Many have jobs that you can bid on. The better your portfolio the better your potential to get hired. A good resource of these sites is:
