Any good free web design programs out there site?

I'm looking for local writing / designing a small network and do not want in the table of a professional packaging. I'm looking for a WYSIWYG web site.

There freewebs.com and makeawebsite.com. the two sites are very good and nothing goes wrong, it remains the making!
